Introduction

Why don't we just do better?

One of the strengths of the public sector is its diversity. This has always been the case in local government, health and the wider not for profit sector; but reform of the civil service has begun to break down the monolithic structures there too.


Diversity means responsiveness to different localities, states of development and different stakeholders. It allows greater management focus and it facilitates experimentation. However, when we look at improvement what we see is wide variations in performance. If any general direction of travel can be perceived then organisations straggle along the road, arriving over a period of years, if at all. Many make significant improvements but fail to sustain these over time or fail to roll them out to all parts of the organisation.


Government's response has been to blame the capacity of management and to seek to both invest in capacity and to change key personnel focusing on leadership....
