What Does ‘New Localism’ Mean for the Regeneration Process in the UK What do we mean by New Localism? And what do we mean by Regeneration? New Localism can be characterised as a strategy aimed at devolving power and resources away from central control and towards front-line managers, local democratic structures and local consumers and communities, within an agreed framework of national minimum standards and policy priorities. Regeneration is comprehensive and integrated action which leads to the resolution of urban problems and which seeks to bring about a lasting improvement in the economic, physical, social and environmental condition of an areas that has been subject to change. Local Government Local authorities have more powers now than ever before but there often appears to be a lack of confidence, will or experience as to how best to use these powers. The contrast with the powerful municipalities of the late 19th and early 20th centuries seems enormous.
Councils are now beginning to demonstrate the capability and willingness to embrace the powers at their disposal. Exemplifying this, the use of Compulsory Purchase Orders is being increasingly effective in driving forward major projects. This said issues persist in terms of experience, capacity, resource back-up and governance
